Program Manager

Assertive Community Treatment Intensive Outreach Needs (ACTION) - East program offers a dual track treatment model for individuals in the East San Diego area who have either been diagnosed with a severe and persistent mental illness and/or a chronic substance use disorder. We offer medication management and monitoring, individual therapy, outpatient substance abuse treatment, case management, employment support, peer counseling and support, and housing services. Position Description The Program Manager is responsible for the overall operation of the program including ensuring quality of services, staff management, leadership and supervision, financial matters, administrative activities, record keeping, safety, and compliance with contract requirements and the Mental Health Systems, Inc. Personnel Policies and Program Manager responsibilities.   RESPONSIBILITIES Responsible for overall program operations, including fiscal and administrative management, quality assurance, implementation of policies and procedures, and overall contract compliance. Oversees quality of direct services, ensuring adherence to best practices and highest professional standards; supervises accurate data collection, and record keeping; and prepares contractually requiredreports. Provides regularly scheduled supervision to all direct reports, and oversees weekly treatment team and staff meetings; supervises and coaches staff and develops and implements ongoing staff training and development program. Recruits, assesses and recommends candidates, and implements affirmative action, equal opportunity and cultural diversity at the recruitment level. Functions as program liaison with SD County Behavioral Health Services, and community-based organizations, representing the agency as directed by Vice President at meetings and committees. Adheres to program budget and reviews monthly operating statement to ensure financial integrity, and ensures implementation of quality assurance activities including peer review and monitoring of all client charts. Maintains thorough and accurate financial records; consults with Vice President regarding financial issues, and oversees all potential sources of revenue to ensure maximum recovery. Maintains knowledge of best practices by reading appropriate publications, attending seminars, conferences, and other training as necessary, and demonstrates commitment to professional growth. Oversees facilities by ensuring equipment is in good operating condition. Complies with all MHS and program rules, policies and procedures including HIPAA standards. Demonstrates adequate care and responsibility for equipment.  Ensures facilities upkeep and safety by maintaining neat and clean work areas. MHS requires all employees to attain a minimum degree of training and knowledge in cultural competency, co-occurring and gender responsiveness. Participates in regularly scheduled staff meetings. Participates in the Injury and Illness Prevention Program. Provides input towards policy and procedure design, revision, and deletion.   Education/Experience Requirements Master of Arts or a Master of Sciences degree in a social services field, and licensure as a LCSW, LMFT, or Psychologist in the State of California preferred. SUD Certification preferred. Supervisory experience in a similar work setting. Excellent organization and administration experience. Five years of experienceworking with mentally ill and dually diagnosed populations in a case management program. Experience in individual and group counseling. 2018-3489

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
